I think a lot of people seem to be overreacting, and some of the articles I've read on it are rather one-sided and badly written. This one [link] seems to sum up the situation here in the UK pretty well.

Someone summed it up well here:

"The long and short of it is: the bill isn't so people can screw us off and make monies. This is to benefit things like old recordings and historical documents that can't be released to public domain due to copyright, despite the owner being long gone. Anyone who uses this to weasel out of paying someone will be slapped down."
